    转发国际交流处关于申报湖北省“外专百人计划”的通知

    校内各单位:
        为进一步优化人才结构和引才环境,扩大湖北省“ 百人计划”外向度和知名度,吸引更多高层次外国专家参与“ 五个湖北”建设,从2014年开始,湖北省组织实施“ 外专百人计划”(特指非华裔外国专家),作为湖北省“ 百人计划”的子项目。现将申报情况有关通知转发如下:

        一、重点支持范围
        围绕湖北省重点产业、重点学科和重点实验室发展,重点引进支柱产业、特色优势产业、高新技术产业、战略性新兴产业,以及现代金融、管理、科技信贷和风险投资等领域急需紧缺的高层次外国专家和团队,加快转变经济发展方式,推动产业结构调整升级,创造具有国际影响的科技成果。

        二、申报条件
        申报人选应符合《湖北省引进海外高层次人才实施办法》规定的基本要求,符合以下条件:
        (一)一般应在海外取得硕士或博士学位。
        (二)年龄原则上不超过65周岁。
        (三)引进后全职在校工作连续3年,每年不少于6个月。
        (四)申报时一般应未全职在国内工作。
        (五)同时具备下列条件之一:
        1.在国外高校、科研院所担任相当于副教授以上职务并具有国内外一流的研究水平,在科学研究方面取得国内外同行公认的重要成果;在本学科建设上具有创新性构想和战略性思维,具有带领本学科在其前沿领域赶超或保持国内、国际先进水平的能力;近5年在国际重要核心刊物上发表过具有重要影响的学术论文,获得国际、国内重要科技奖项,掌握重要实验技能或科学工程建设关键技术;
        2. 拥有能够促进企业自主创新、技术产品升级的重大科研成果,具有较大发展潜力的企业研发人才和专业技术人才;
        3. 在国际或所在国知名企业和金融机构担任中、高级职务,具有丰富的金融管理、资本运作、市场开拓经验,熟悉国际规则,在业界有较大影响或作出重大成绩。
        (六)对个别需要破格引进的,须做特殊说明。
       

         三、支持措施
        (一)省财政给予“ 外专百人计划”项目一次性经费补助人民币50万元。
        (二)“ 外专百人计划”专家在居留、出入境、落户、薪酬、税收、保险、医疗、住房、子女入学、配偶安置等方面享受 “ 百人计划”特定政策和待遇。
        (三)授予“ 外专百人计划”专家“ 湖北省特聘专家”称号。对做出突出业绩和重要贡献的“ 外专百人计划”专家,同等条件下优先推荐申报中国政府“ 友谊奖”和省政府“ 编钟奖”。
       

         四、申报材料
        (一)《“ 外专百人计划”申报书》(附件1)一式1份及附件材料一式2份。申报书和附件请分别用A4纸简装。附件材料包括学历学位证书复印件、护照复印件、与项目单位签订的(意向性)工作合同(必须提供双方签署、中方盖章的外文意向性工作合同复印件。如合同另有中文版本,也可一同上报)、海外任职证明材料,主要成果(代表性论文论著、专利证书、产品证书)复印件或证明材料、领导(参与)过的主要项目证明材料、所获奖励证书复印件。
        (二)申报人选的个人信息表、“ 百人计划”申报人选简表一式1份。
        (三)同时提交电子版材料,包括:
        1.上述纸质申报材料电子版文件。
        2.2寸蓝底证件照电子版。
        (四)所有材料由国际交流处汇总后,经校内审批程序,统一报送湖北省外专局。
       

         五、申报截止时间
         所有材料于2014年6月20日前提交,逾期将不受理。

         Guide for Hubei Provincial Recruitment Program of Foreign Experts

    1. About the Plan
    As one of the sub-programs of “ Recruitment Program of Global Experts” (100 Talent Plan),Hubei Provincial “ Recruitment Program of Foreign Experts (100 Foreign Experts Plan)” is to recruit non-Chinese experts. The Program was launched in Hubei in 2014 to further optimize the talent structure and overseas expertise introducing environment, expand the popularity and reputation of the “ 100 Talent Plan” so as to attract more high-level foreign experts to contribute to the “ Five Hubei Program”. According to the arrangements of the Leading Group for Professionals Cultivation Work of CPC Hubei Provincial Committee, the project centers on the demand of the key industries and areas for Hubei’s economic and social development. It is to attract a number of high-level foreign experts and teams whose expertise is in urgent need within 10 years.
     
    2. Key Fields
    The project centers on the development of Hubei’s key industries, disciplines and laboratories. It will give priority to the introduction of high-level foreign experts and teams which are urgently needed in pillar industries, industries with local advantages, high-tech industries and emerging industries of strategic importance. It also centers on the talent introduction in such fields as modern finance, management, scientific and technological credit and venture capital investment. The project aims to accelerate the transformation of economic development pattern, promote the industrial restructuring and upgrading, so as to yield more scientific and technological achievements with international impact.
     
    3. Qualifications
    The applicants must comply with the basic requirements of the Measures for the Implementation of Introducing High-level Overseas Talents in Hubei Province, and in principle, have master or doctorate degree granted overseas. They should be under 65 years old and are able to work in China for 3 consecutive years with at least 6 months annually. For the foreign experts who are urgently needed in local enterprises or institutions, they could be recruited with otherwise specified. The applicants should not work full-time in China while applying for the program or work in China less than 2 years without any paid part-time jobs. In addition, applicants are required to meet at least one of the following criteria:
    --- Being an associate professor or holding higher positions in prestigious foreign universities or R&D institutes; having world-class research quality and significant achievements which are generally recognized by worldwide fellow scientists; have creative ideas and strategic thinking in his or her own field and be able to lead the team to catch up with or surpass the domestic and international advanced level in frontier fields; have published academic papers of great influence on intentional core journals during the past 5 years; be granted important scientific and technological awards, and master key experimental techniques and technology in scientific projects construction;
    ---Owner of significant research achievements which can promote self-innovation of enterprises and upgrading of technology and products; or a research talent and professional technician with great potential;
    --- Being a technical or managerial professional at mid-level or senior positions in internationally well-known companies or financial institutions; owning abundant experience in financial management, capital operation and market exploration; well aware of the international rules and having made significant achievements in relevant field. While for those foreign experts who are urgently needed in local enterprises or institutions, they could be introduced with otherwise specified; having made significant achievement or been influential in his or her field.
     
    4. Policies
    --- Foreign experts recruited by “ 100 Foreign Experts Plan” will enjoy benefits from the same favorable policies and treatment elaborated in “ 100 Talent Plan” in areas including entry and exit, inhabitation, healthcare, insurance, housing, taxation and salaries.
    --- A lump-sum subsidy of 500,000 RMB granted by the provincial budget
    ---Foreign experts recruited by the program are entitled to the honorary title of “ Distinguished Experts of Hubei”. Governments will give priority to recommending foreign experts who are recruited by the program and have made outstanding contribution to apply for the Chinese “ Friendship Award” and Hubei “ Chime Bell Award”
     
    5. Procedures
    Applicants should fill in the application form and submit other relevant documents as requested.
     
    6. Application Documents
    All application documents can be downloaded from the website.

    6.1 Paper documents:
    The application form (2 copies) and extra application documents (extra application documents need to be prepared in duplicate). Please staple the application form and extra documents separately in A4.
    Extra application documents include copies of degree certificates and diplomas; copy of passport; the employment contract with the expected employer (the English contract should be signed by both parties and with the Chinese employer’s stamp on it); copy of the English contract (if there is also the Chinese version of the contract, the copy can also be delivered); the proof documents of former jobs; copies of major works and papers, patent certificates, product certificates or other proof documents of major achievements; proof documents of major projects lead or participated; and copies of awards and honors certificates.

    6.2 Electronic Documents:
    Electronic documents of all the above paper documents
    Electronic version of the ID photo (two inches & on blue)

    7. Application Time
    May 30,2014 to June 20,2014. If overdue, the application shall not be accepted.
